RDKB EOC Update for Sunday, May 7, 2023
With a decrease in precipitation, some river and creek levels have dropped or are holding steady. Residents are encouraged to continue to take precautions, however, as the snowpack is still deep. The State of Local Emergency in Grand Forks has been rescinded. The Evacuation Order for 34 properties on 12th Street in Grand Forks has been downgraded to an Alert.
The current status of Evacuation Orders and Alerts is:
“We continue to closely monitor models, forecasts and water levels,” said Mark Stephens, EOC Director. “We’re encouraged to see water levels receding but will keep some areas on order and alert out of concern for those residents. The EOC is committed to continuing to support our communities,” said Stephens, adding that the EOC will remain on standby should conditions change.
“We are immensely grateful for the support from our provincial and municipal partners, BC Wildfire Service crews, the Canadian Red Cross and a multitude of volunteers,” said Linda Worley, RDKB Board Chair. “I’m proud of our RDKB regional emergency operations staff who have been working diligently to ensure the safety of our communities.”
The Canadian Red Cross reports that five households sought emergency support services on Saturday, May 6th. Anyone needing services can call 1.888.800.6493. Affected residents can also self-register at .
Residents are also encouraged to register for the RDKB’s free emergency notification system at https://voyent-alert.com/ca/community/#registration. Those subject to Evacuation Orders or Alerts will receive instant messaging if they are signed up to the system.

RDKB Issues Evacuation Order for Property on Edwards Rd in Gilpin
An Evacuation Order has been issued by the Regional District of Kootenay Boundary Regional Emergency Operations Centre (EOC) for one addressed property on Edwards Road in Gilpin in Electoral Area D/Rural Grand Forks, effective May 7, 2023 at 11:00 a.m. due to erosion.
The address as well as a map of the evacuation order area is available at https://emergency.rdkb.com. The Evacuation Order will be delivered to the household by emergency personnel.
“We have issued this Evacuation Order due to erosion at the property,” says Mark Stephens, RDKB’s emergency manager and EOC Director.
Evacuated residents are asked to register at the Red Cross reception centre at the Jack Goddard Memorial Arena at 2020 Central Ave in Grand Forks until noon today, May 7 or by calling the after-hours number at 1.888.800.6493 after hours. Affected residents can also self-register at https://ess.gov.bc.ca.
The public is advised to exercise caution and stay clear of fast-flowing rivers and creeks and potentially unstable riverbanks. They are also requested to report any woody debris and log jams that have been mobilised during the high-streamflow period to FrontCounter BC.

RDKB EOC Update
The RDKB EOC remains fully activated after a busy Saturday that saw more residents placed on Evacuation Orders and Alerts. The current status of Evacuation Orders and Alerts is:
“We continue to closely monitor models and forecasts given the recent precipitation,” said Mark Stephens, EOC Director. “The EOC is committed to supporting our communities throughout our regional district and thanks everyone else who is working hard on this response.”
The Canadian Red Cross has set up a reception centre at the Jack Goddard Memorial Arena in Grand Forks for those needing emergency support services. Anyone on Evacuation Alert is encouraged to pre-register for services to expedite the process should they be evacuated. Affected residents can self-register at ess.gov.bc.ca. The reception centre will be open from 10 am until 6 pm tomorrow, May 7th.
The public is advised to exercise caution and stay clear of fast-flowing rivers and creeks and potentially unstable riverbanks. They are also requested to report any woody debris and log jams that have been mobilised during the high-streamflow period to FrontCounter BC.

RDKB Issues Evacuation Alert for 16 Properties in Village of Fruitvale and 1 Property in Electoral Area A
An Evacuation Alert has been issued by the Regional District of Kootenay Boundary Regional Emergency Operations Centre (EOC) for 16 properties in the Village of Fruitvale and one (1) property in Electoral Area A (Kenny Road) as of May 6, 2023 at 3:00 p.m. due to rising water levels.
A full list of addresses as well as a map of the evacuation alert area in the RDKB are available at https://emergency.rdkb.com. This Evacuation Alert is in place to prepare residents to evacuate their premises or property should it be found necessary. Residents will be given as much advance notice as possible prior to an Evacuation Order; however, they may receive limited notice due to changing conditions.
“The Regional Emergency Operations Centre is closely monitoring water levels and is taking precautions to keep our residents safe,” says Mark Stephens, RDKB’s emergency manager and EOC Director. “We ask residents to stay up to date by checking official sources for information and to sign up for our evacuation alert system.”
What You Should Do:
- Locate all family members and designate a meeting area outside the evacuation area, should an Evacuation Order be issued while separated.
- Pack essential items such as government-issued ID, medications, eyeglasses, valuable papers (e.g., insurance, credit, and mortgage information), immediate care needs for dependents or pets, and, if time and space permits, keepsakes for quick departure.
- Make arrangements to stay with family or friends (if possible).
- Prepare to move disabled persons, children and/or neighbours, if assistance is needed.
- Prepare to take pets with you and move livestock to a safe area (if possible).
- Arrange transportation for all your household.
- Fill the gas tanks of personal vehicles.
- Arrange accommodation for all members of the residence, if possible.
- Monitor for information on a potential Evacuation Order and location of Reception Centres.

An Evacuation Order has been issued by the Regional District of Kootenay Boundary Regional Emergency Operations Centre (EOC) for six (6) properties in the Nursery area in Electoral Area D/Rural Grand Forks, effective as of May 6, 2023 at 2:00 pm. because of rising river levels. EOC officials will be delivering Evacuation Orders to residents at the affected properties.

RDKB EOC Update
As we head into the weekend, the RDKB’s Regional Emergency Operations Centre is preparing for further flooding in the Boundary.
“The forecast is calling for thunderstorms and heavy precipitation throughout the evening,” says Linda Worley, RDKB Board Chair. “If we receive 40—50 mms, we could see waters rise significantly. RDKB staff members are in Grand Forks to assist the city and our Boundary communities during these rapidly changing conditions.”
RDKB Board Vice Chair and Area C/Christina Lake Director Grace McGregor said her residents are keeping a close eye on the creeks and on the lake in her jurisdiction.

Area D Director Linda Kay Wiese and Area E Director Sharen Gibbs are urging their residents to access official sources of information on the RDKB website and to sign up for the Voyent emergency alert system at https://voyent-alert.com/ca/community/#registration. Please note that only those residents who are in an Evacuation Order or Alert area will receive a notification.
Evacuation Orders will be delivered to residents in the order area by EOC officials. If you have been evacuated, we recommend that you arrange to stay with friends or family. If you need assistance, Emergency Support Services will be provided to those affected through our partners at the Canadian Red Cross.

RDKB Issues Evacuation Alert for properties from Carmi to Christina Lake within the floodplain - properties within the City of Grand Forks and the City of Greenwood are not affected
An Evacuation Alert has been issued by the Regional District of Kootenay Boundary Regional Emergency Operations Centre (EOC) for Electoral Areas C, D and E, effective as of May 4, 2023 at 7 p.m. due to rising water levels. The addresses in the Evacuation Alert Area are outside Grand Forks and Greenwood city limits.
The Alert area includes 591 addresses and a population of 1,182.

This Evacuation Alert is in place to prepare residents to evacuate their premises or property should it be found necessary. RDKB Expands Evacuation Order for Manly Meadows
An Evacuation Order has been expanded by the Regional District of Kootenay Boundary Regional Emergency Operations Centre (EOC) to include an additional two (2) properties in Manly Meadows in rural Grand Forks/Electoral Area D, effective as of May 4, 2023 at 5:00 p.m. because of rising river levels. EOC officials will be delivering Evacuation Orders to residents at the affected properties.

RDKB Issues State of Local Emergency for Electoral Area D and Evacuation Order for South Johnson Flats Grand Forks Issues Evacuation Alert for 12th Street in Johnson Flats
A State of Local Emergency and an Evacuation Order have been issued by the Regional District of Kootenay Boundary Regional Emergency Operations Centre (EOC) for South Johnson Flats in rural Grand Forks/Electoral Area D, effective as of May 3, 2023 at 5 p.m. because of anticipated rising river levels overnight. The City of Grand Forks has requested an Evacuation Alert for 12th Street in Johnson Flats.
An evacuation order is now in effect for approximately 10 addressed properties. The evacuation alert applies to 34 addresses.

“We have issued this Evacuation Order as current modeling shows river levels will reach our flood response plan trigger point overnight and we wish to give residents time to evacuate during daylight hours,” says Mark Stephens, RDKB’s emergency manager and EOC Director.
